VPAT's (Voluntary Product Accessibility Template) are an informational tool developed by industry and government to assist Federal contracting officials in making preliminary assessments regarding the availability of commercial Electronic and Information Technology products and services with features that support accessibility, in accordance with the new market research responsibilities detailed under Section 508. Section 508 requires that federal agencies' electronic and information technology is accessible to people with disabilities.
Section 508 is a statutory section in the Rehabilitation Act of 1973, which was strengthened in the Workforce Investment Act of 1998, and which came into effect in 2001. Under this section Federal agencies must give disabled employees and members of the public access to information that is "comparable to the access available to others". Plantronics interprets Section 508 to mean that government workers must conduct thorough market research and buy only the most accessible technology available. Additionally, any technology firm that wishes to work with or sell to the government must provide detailed information about their product's accessibility. Although Section 508 does not regulate nor require private companies to modify their products, it does provide accessibility standards against which every technology product must be measured before a federal agency can consider purchasing it.
